PSI/Haiti seeks candidates for a consultant position as Operations Capacity Building Advisor in Haiti. This consultancy would initially be for a 6-month period with possibility of extension. PSI/Haiti is a dynamic platform implementing social marketing and behavior change communications programs in HIV/AIDS prevention and care, Malaria prevention and control, Family Planning and Reproductive Health, Child Survival (Safe Water and Diarrhea treatment) and Blood Transfusion Safety. PSI/Haiti is an, 80+ employee platform with existing projects from USAID, CDC, KfW, Dutch Government and the Global Fund. Strong operational support is central to PSI/Haiti's success in delivering ambitious results over the next 3-5 years. PSI/Haiti's programs are in an accelerated growth phase, which includes nationwide scale up of project activities in four major health areas with seven different products and services. This position is responsible for strengthening the capacity of the platform's Operations Department including finance, administration, logistics and procurement In order to meet the needs of this expanding platform, the Operations Capacity Building Advisor will work closely with PSI/Haiti's Director of Operations to ensure that senior finance, procurement, administrative and logistics managers have the knowledge, skills and confidence required to provide solid operational support within the parameters of PSI/Haiti's procedures and internal control systems. Key performance indicators will include platform cost efficiency, progress on the operations and finance components of PSI Minimum Standards, progress on the achievement of key indicators included in PSI/Haiti's Strategic Plan, and the transfer of skills to senior staff to ensure procedural implementation at every level of the platform. The successful candidate will play an essential role in reinforcing capacity of senior staff as well as PSI/Haiti staff in general to fully understand, implement and remain accountable for following PSI/Haiti's policies and procedures. This Port-au-Prince-based position reports to the Country Representative and will have decreasing direct management responsibility over time, focusing instead on mentoring senior staff within the Operations Department to cultivate their management and leadership skills. RESPONSIBILITIES: The Operations Capacity Building Advisor will strengthen PSI/Haiti's institutional operations by ensuring procedures are appropriate and adequately serve the needs of the platform, are understood by key personnel responsible for their implementation and are routinely applied correctly and efficiently. Through intensive mentoring, the Operations Capacity Building Advisor will improve the overall performance of platform finance, administration, logistics and procurement functions and ensure that these sub-departments are fully capable of executing their roles and responsibilities. Specific duties include: - Train and mentor senior finance, administration, procurement and logistics staff to ensure full comprehension of roles, responsibilities and procedures; - Direct management of senior operations staff, with decreasing responsibility over time as capacity grows. - Facilitate continuous improvement of platform procedures, making changes as required to ensure operations remain responsive to programmatic needs and meet PSI/W standards; - Facilitate operations and finance inputs to platform Minimum Standards, internal and external audits and the PSI/Haiti Strategic Plan; - Facilitate links between PSI/Haiti and PSI/W procurement, contracts and finance teams; - Develop capacity building plans for senior staff across the organization in finance and operations management; - Assist the Country Representative and senior staff with other duties as necessary. - Applicant Requirements:
- Master's degree in business or equivalent experience in a related field; - Minimum of 5 years relevant experience in similar-sized organization preferred; - In-depth knowledge/expertise in at least one of the following areas: finance/accounting, administration, or procurement/logistics. - Experience with local staff capacity building, in particular with internal policies and procedures; - Experience managing others in a foreign country context preferred; - Excellent communication skills - Knowledge of social marketing, - Demonstrated developing country work experience; - Fluency in English and French.
