Reporting to the Emergency Manager in Addis Abeba in terms of hierarchy and to the Humanitarian Finance and Human Resources Managers in Barcelona (Spain) at headquarters functionally, the selected person would be in charge of guaranteeing a proper administrative and financial monitoring of the humanitarian programs. The Finance and Administration Manager would be responsible for the oversight of all financial activities and reports, and of administrative functions for the Humanitarian Department in Ethiopia. Key Responsibilities -Elaboration of the humanitarian program's budgets in the country, and the financial strategy for the same, taking in consideration the different funding possibilities. -Analysis and follow-up of the programs budgets -Follow up of back-donors contracts, taking into account the back donors' request, guaranteeing that they are being complied with in every project being executed. -Elaboration of financial progress and final reports for donors. -Assist the Humanitarian Action Program Manager to adjust appropriate budgets to different humanitarian action proposals. -Manage day-to-day accounting functions including regular cash verification, bank and balance sheet accounts reconciliation, monthly closing, timely submission of financial reports to donors, etc. -Maintain up-to-date accurate accounting system, including: computer data entry and paper file system. -Maintain register of fixed assets. Control of the humanitarian program cash balance and banks in the capital: register of all entries and exits, payments and advances. -To establish monthly treasury previsions that will be confirmed by the Humanitarian Action Program Manager and sent to the Regional Coordinator for the management of funds transfers in Barcelona. -Establish internal financial and administrative procedures compatible with the country's law. -Training of the local partners for the human and financial resources management according to Intermon Oxfam and back donors standards. -Manage the adminfin staff team including Finadmin officers in the different bases and one assistant in the capital. -Administration of the local and expatriate staff. Working Conditions Contract of employment: Contract of 1 year Salary: According to the Interm?n Oxfam's country salary scale. Experience and Skills -Bachelors degree in Finance, Accounting, or related field required. -3- 5 years experience in finance/management for an NGO. Minimum of. 2 years supervisory experience. -Experience with international donors and grant requirements. -Strong computer skills in Microsoft software products: Excel, Word, outlook, etc and accounting software (Knowledge of SAGA will be a plus). -Proficiency in written and spoken English. -Ability to prioritize multiple tasks and meet deadlines. -Ability to work with a team in an intense environment. -Preferred qualifications: knowledge of SAGA software, knowledge of the national reality of Ethiopia, knowledge and experience in project's execution with funding from back donors. - Application instructions:
