We are recruiting for a: Area Coordinator in Niger Job Location: Niger, Tahoua Contract Length: 1 year with possible extension Contract Status: Unaccompanied Start Date: March 2010 Application deadline: 29.11.2009 Job Purpose: - Manage programme managers in the timely implementation of the programmes in Tahoua. - Manage the Finance and Administration officers in Tahoua - Represent Concern Tahoua at general external meetings and act as Security Focal Point. Main duties & Responsibilities: Programmes - Based on programme design led by the ACDP, work with the ACD-Programmes and managers to develop and support managers to implement the field level implementation plans for all programme components. - Ensure the close coordination of logistics and systems staff to ensure that they are fully aware of programme implementation schedules and support them develop clear work plans that align with and support programming schedules - in particular ensure that procurement schedules follow budget and programme plans - Run regular coordination meetings to maintain implementation schedules up to date ensuring that any key delays are identified and addressed in a timely fashion. - Work closely with the ACD-P in developing programme practices and ensure that agreed actions are incorporated into the programme managers work plans. - Ensure that all Tahoua department heads have effective filing and that construction filing in particular provides a clear audit trail complying to both donor and Niger specific legal requirements. - Facilitate the work of the PSO and Administrator in maintaining a centralised filing system of all programmes and systems key documents (contracts, reports etc). Finance - Overall responsibility for the integrity of the finance systems in the Tahoua Field Office and ensuring strict adherence to Concern's Financial Policy & Procedures; - Hold monthly management accounts reviews with the programme, administration and transport staff. - Serve as the budget supervisor for the programme implementation budgets once approved. - In collaboration with the Logs & Transports Manager, ensure that the Tahoua region asset registers are maintained and are up to date; - Serve as budget holder for Tahoua Administration and monitor expenditure in line with monthly management accounts and prepare budget submissions as and when required by the Country Accountant Human Resources - Help with the recruitment process in the Tahoua region; - Work with the HR manager to ensure implementation of appropriate HR procedures and standards; - Oversee the Performance Development Review (PDR) process with Tahoua HR. Set these directly for systems staff and work in conjunction with the ACD-P for programme staff. - Manager the HR Tahoua Manager. Ensure that the CD is promptly alerted in the event of any problems in HR which have programme or potential legal or unexpected financial impact. Administration & IT - Support the Tahoua Administrator manage a diverse range of administrative tasks and issues including; - That approved health and safety standards are communicated and adhered to; - Facilitate work on IT, facilities and maintenance. Security - Act as Security Focal Point for Tahoua Region; - Chair monthly Security Focal Group Meetings; - Ensure any security issues are communicated to CD in Niamey. Reporting - Prepare monthly activity reports for the CD; - Ensure that Finance, HR and Administration issues are discussed with the Country Accountant and/or CD, and Programme Information with the ACD-P and that relevant info is communicated to head office in a timely manner. Partners - Ensure the programme and system staff maintain regular support, m+e and systems support visits with partners. - Ensure the Education Manager provides a critical review of partner reporting and financial reports in a timely fashion. Other - Act as Concern Niger representative in Tahoua external meetings which are not targeted at specific Programme Managers and attend other general Tahoua regional level meetings; - Holding weekly Tahoua level team meetings; - Ensure the smooth facilitation of donor, government and partners field visits etc. Person specification: Essential - Degree in Development Studies/Business Administration/Management - Minimum two years experience in a senior management role - Strong staff management and staff development experience - Proven experience in programme management - Familiarity and experience in logistics, purchasing and transport standards - Proven experience of mentoring and on-the-job training - Demonstrable ability to manage a team which is both culturally diverse and diverse in abilities, capacity and experience - Experience of implementing potentially contentious policies and procedures - Change management experience within diverse organisations - Can-do attitude - Fluent English & French - Flexible and positive personality; keen to learn and contribute - Excellent writing skills in English - Strong planning and implementation capacity - Confident and capable negotiator, communicator and networker - Able to take initiative and work independently - Ability to work with, manage and lead diverse teams - Computer skills including Microsoft Word and Excel - International Driving Licence Desirable - Further studies in development - Experience in programme management - Knowledge and familiarity with Concern Worldwide HR, Logistics, Transport, Purchasing and IT policies, procedures and standards - Knowledge and experience of living and working in French West Africa - Applicant Requirements:
