Social Marketing Association (SMA) is the Namibian affiliate of PSI. Registered in Namibia as a section 21 company (not for gain) in 1998.Currently re-registering as a Trust and changing its name to Society for Family Health. A name that best describes the current SMA operations. PSI/SMA seeks dynamic candidates for Operations and Finance Capacity Building Advisor in Namibia. PSI/SMA Namibia is a dynamic platform implementing social marketing and behavior change communications programs in HIV/AIDS prevention and care, Malaria prevention and control, TB / HIV integration and currently piloting Male Circumcision and Safe Water. Working in a PEPFAR and Global Fund country, PSI/SMA Namibia is a well-funded, 40 employee platform, with 7 subaward partners, and existing projects from USAID (entering the fifth year of a 5-year Cooperative Agreement with potential to receive new USAID award), US DOD (entering the first year of a 3-year Agreement), and the Global Fund. This position is responsible for strengthening the capacity of the platform's Operations, Finance and Internal Audit functions, including sub-departments for procurement, subgranting, human resources, logistics and IT. The Capacity Building Advisor will be "twinned" with the SMA's Senior Manager Finance and Admin and work closely with the Senior Accountant, Admin /Procurement Coordinator and the HR Coordinator to ensure platform-wide understanding, improvement and enforcement of internal systems of control. Key performance indicators will include platform cost efficiency, progress on the operations and finance components of the Minimum Standards, OFOG Assessments and external audits, and subaward partner performance in routine internal and external audits. They will also include the measured transfer of skills to senior staff (by "doing" less, and "teaching" more), who will become increasingly independent in the highest level finance and operational work. The successful candidate will play an essential role in cultivating senior staff leadership of a national social marketing institution. This Windhoek-based position requires 15% travel for up-country office and subaward partner audits, reports to the Country Representative, and will have decreasing direct management responsibility over time, focusing instead on facilitating and cultivating the direct management skills of twinned HCN positions. RESPONSIBILITIES: The Operations and Finance Capacity Building Advisor will oversee donor contract, budget and expenses tracking of the platform's $3.5 million annual budget, handing over direct management of these activities over time to the Senior Manager Finance & Admin. He/she will directly train, support and mentor the platform Senior Manager Finance & Admin, Senior Accountant, Admin / Procurement Coordinator and the HR Coordinator, monitoring financial and operational compliance with GON, Donor and PSI procedures, rules and regulations. He/she will continually strengthen institutional operations and finance procedures, developing the new Internal Audit and Subaward functions over time. Capacity building work will influence the performance of the platform Finance, HR, Logistics, Procurement, and Subaward Management functions, including 2 senior management staff, 2 coordinator level staff, and about 13 departmental reports. Specific duties include: - Lead platform budgeting and expense tracking, handing over direct management of these tasks over time. - Lead the design of cost proposals for fundraising efforts, handing over direct management of this over time. - "Twin" with local Senior Manager Finance and Admin to strengthen their capacity to effectively and independently manage the HR, Procurement, Logistics and IT functions - Train, support, mentor senior finance staff to lead finance procedures strengthening, budget development and expense tracking with PSI/Washington; - Develop the platform internal audit function, including routine audits of subaward partners; - Facilitate continuous improvement of platform procedures; - Lead platform liaisons with legal advisors. - Contribute to the development of a national social marketing institution, and to institutional strategic planning. - Facilitate Operations and Finance inputs to platform Minimum Standards, OFOG Assessments and External Audits. - Facilitate links between PSI/SMA Namibia and PSI/W procurement, contracts and finance teams. - Develop capacity building plans for senior staff across the organization in finance and operations management. - Assist the Country Representative and Senior Staff with other duties as necessary. - Applicant Requirements:
- Master's degree in business or equivalent experience in a related field; - Minimum of 5 years relevant experience in similar-sized organization; - Fluency in English; - Experience managing multiple donor-funded projects and integrated programs; - Experience with financial management of donor funded programs; - Experience managing others in a foreign country context; - Excellent communication and writing skills; - Knowledge of social marketing, and - Demonstrated developing country work experience.
